1) The Plan
During the Twelfth Five-Year Plan period (2011-2015), China aims to build 14 large-scale coal bases, and annex and restructure 20 coal bases in order to help meet the country's 5-year energy-saving goal, a Caixin Online report said on Thursday. The 14 coal bases are expected to produce 90 percent of coal resources of the total national output, and the total coal consumption is estimated to be within 4 billion tons in the Twelfth Five-Year Plan period.

2) Controlling energy consumption
The efficient control of the total energy consumption will be the major issue for China's energy development in the next five years - the key point will be to hold back the fast growing speed of coal consumption and enhance the efficient utilization of coal.

3) Alternative sources of energy
Clean energy use has also gained momentum, as hydro, nuclear and wind power generates more than 3 trillion kilowatts of electricity, saving 1.5 billion tonnes of coal and reducing carbon dioxide emissions by nearly 3 billion tonnes, Zhang added. - reduces demand for coal.
